Executive Summary

In recent years, the New Hampshire Site Evaluation Committee has seen an increase in the number and complexity of applications for energy facilities seeking to locate in New Hampshire.i Chaired by the Commissioner of the New Hampshire Department of Environmental Services, the role and responsibilities of the Site Evaluation Committee has become the subject of significant public interest and potential legislative changes. This report aims to contribute to that process by examining strategies adopted by similar states dealing with these issues. We suggest four main areas of change for New Hampshire to consider: increasing public participation in the siting process, reforming the Board’s structure and function, establishing a fee structure, and improving the overall efficiency and transparency of the Board.
