Howard H. Morse '81 P'15

Howard Morse is a former Washington, DC-based partner and chair of the antitrust & competition practice group at Cooley LLP, where he represented clients in the technology and life sciences industries, guiding mergers and acquisitions through regulatory reviews and representing clients in investigations by the U.S. Department of Justice, the Federal Trade Commission and state attorneys general, and in private litigation. Before moving to the private sector, Howard served as a staff attorney, deputy assistant director for policy, and assistant director of the Bureau of Competition at the Federal Trade Commission. He also taught antitrust law as an adjunct professor at Georgetown Law School and served on the council of the American Bar Association Antitrust Section.
