Elizabeth (Elle) Pfeffer, DPhil is a Postdoctoral Fellow in the Nelson A. Rockefeller Center for Public Policy where she leads the Justice Policy Project, a research initiative engaged in the study of the justice system, public policy and legal institutions. 

Her research on law and policy has been published in Regulation & Governance as well as at outlets like the Monkey Cage. From 2024-2025, she was one of the inaugural scholars for the American Bar Foundation’s Access to Justice Research Initiative Early Career Workshop. Her research has also been supported by grants from the Open Philanthropy Project, the University of Oxford, and the Horowitz Foundation for Social Policy, which awarded her work the Robert K. Merton Award. 

At Dartmouth, she mentors student research as Manager of the Class of 1964 Policy Research Shop and teaches undergraduates about criminal justice systems.

She holds a DPhil and MPhil in Politics from the University of Oxford, and a BA in International Studies and Writing Seminars from Johns Hopkins University. Before joining Dartmouth, she served as a Postgraduate Associate with the Leitner Program on Effective Democratic Governance at Yale's Jackson School of Global Affairs.
